      To construct Weir/Trash Rack arrangement at Umkhrah, Bituminous pavement approach to existing Weir at Umkhrah, Weir/Trash Rack arrangement at Umshyrpi Weir at Riatsamthiah (Silt Detention Dam) Weir at Spread Eagle Falls (Silt Detention Dam) repair of damaged baffle wall near Wahumkhrah, Provision of Screen Grating at existence Umshyrpi Weir, suspended Solid Water Traps at :-
(a) Weiking.
(b) Wahingdoh Bridge near Rooprekha School.

  Sir, the proposal for amendment of the Land Transfer Act has been under consideration of Government for quite some time. It has been necessitated in view of the pressure on land, while also considering the fact that reciprocal provisions do not exist in other Hill States of the Region permitting transfer of land to the tribals of Meghalaya.

Sanction for the current year is yet to be made.

  (a) Sir, 91(ninety one) Nos. of projects were taken up under JGSY during the year 2001-2002. For the year 2002-2003, no projects were taken up under JGSY. This is because from the 25th of September, 2001 the JGSY and EAS Scheme were merged and a new Schemes known as SGRY (Sampoorna Gramin Rozgar Yojana) was launched.
(b) Whether the schemes selected by the JGSY Members during the meeting can be amended by the District Governing Body?   (b) No,  Sir.

 
(c) If  so, the reason thereof?

 
  (c) As per guidelines, the DRDA does not have any authority to  change any of the Schemes, but they may refer a scheme  back to the BDO for technical reasons for recasting etc.

(i) State Government is always providing Share Capital Contribution and Managerial Subsidy every year within the limited budget of the Department.
(ii) Reduction of "Over head" expenditures. The Scheme of Voluntary Retirement/Golden handshake is under active consideration of the Government. No fresh recruitment have been made for last several years.
(iii) The Government is considering ways and means to open up the channel of Credit from Meghalaya Co-operative Apex Bank Ltd.
(iv) Steps have been taken to dispose off " Old Assets" of the Federation.

Sarva Shiksha Abiyan

(a) What is the progress of the Sarva Shiksha Abiyan programme in the State?



 
(a) The Government of India has released the 1st installment for implementation of the programme in the State during 2001-02 amounting to Rs.795.27 lakhs. The State Government has also released its share of 15% amounting to Rs.140.34 lakhs. The amount will be utilized for the following:-
 

 

i.

 

667 L. P. Schools out of 1200 sanctioned Grant-in-aid have been taken up as SSA Schools. Teaching Learning Equipment @ Rs.10,000/- per School will also be given.
ii.

 
272 L. P. Schools will be upgraded to Upper Primary Schools. Teaching Learning Equipment @ Rs.50,000/- per School will also be given.
iii. Each School will be given a grant of Rs.2000/-.
iv. Each teacher will be given a grant of Rs.500/-
v.
 
2422 new teachers and 3510 existing teachers will be given in service training for 10 days.
vi. Block Resource Centers will be set up.
vii.
 
To sensitize the Community Training will be conducted for 8 leaders per School.
viii.
 
Improvement of infrastructure will be taken up for the following :
  • Building Grant for 39 UP Schools @ Rs.3.20 lakhs per School.
  • Repair Grant for 1170 LP Schools @ Rs.5000/- per School.
  • Toilet facilities for 608 LP Schools @ Rs. 20,000/- per School.
    The District Units which have been constituted vide no MEGH/ SSASMAM/ 11/2002/51 dated 4th October 2002 will be mobilization the community for effective implementation of educational activities in the District at the block, Cluster and village Level in accordance with the frame work of SSA.
          Out of the amount sanctioned, an amount sanctioned, an amount of Rs.26.19 lakhs has already been utilized for grant to 667 LP Schools @ Rs. 3000/- per month and teachers grant @ Rs.60/- per teacher for 10250 teachers.        Government of India vide letter no. F.2/7/2002-D(EE) dated 19th June 2002 have informed that  an amount of Rs.198 crores has been earmarked as the Government of India contributed to the State for the period 2002-07. Similarly the  Government of India share for 2002-03 is Rs. 17 crores. The proposed annual plan for 2002-03 an amount of Rs.21.47 crores has been approved by the department and submitted to Planning Department.

(b)  All children between the age of 6-14 years should be in school by 2003. The programme aims to provide schooling facilities to all Children in the State through formal schools in viable villages and alternative schooling facilities to unviable villages. This will be done  in a phased manner.
         As per the household survey conducted, the number of habitations in the state is 7171 out of which 5140 have schooling facility. Out of the remaining 2031,325 habitation have population over 200 and are therefore viable for sitting up of formal school. The remaining 1706 habitations will be covered by alternative schooling.
(c) What is the amount allotted by the Central Government? (c) Government of India has released an amount of Rs.795.27 lakhs for 2001-2002.

    2. Installation of one No.33/11 KV 2.5. MVA transformer at Rongjeng for which land acquisition and inter-action with D.C. East Garo Hills District for the purpose is in progress. It is likely that the Sub-station at Rongjeng will be completed within Six months.
