(a) When was the Balat-Ranikor-Maheshkola P.W.D. leading to Garo Hills constructed?   (a) During 1971-72, Sir.
 
(b) Whether the condition of the aforesaid roads are properly maintained?   (b) Yes, Sir with available resources.
 
(c) If not, the reasons thereof?   (c) Does not arise in view of (b) above.
(d) Whether the Department is maintaining the P.W.D. Road from Rajaju village to Nongkhyllam village?   (d) Yes, Sir.
 

M.T.C. Bus Service

*12. Will the Minister-in-charge, Transport be pleased to state :-    
(a) Whether the Government is aware of the fact that the M.T.C. bus service from Shillong to Rongjeng is not plying regularly since the last part of April, 2002?   (a) Yes, Sir.

 
(b) If the reply to (a)_ above is in affirmative the reasons/reasons thereof and the actions/actions being taken or to be taken by the Government to resume the said bus service as usual?





 
  (b) The reason for the MTCs inability to ply the service regularly is due to acute shortage of buses as two of the allotted buses are lying shutdown in Central Workshop for major repair.

     Step had been taken to repair the two buses. One bus had been placed on road and the bus service has since been resumed with effect from 20-06-2002 on every alternate day.

Industrial Units

(a) What are the facilities, concessions and incentives being offered to Industrial Units in the EPIP Byrnihat?


 
  (a) Facilities are developed plots, roads, water supply, power and common utilities. All units set up in EPIP are entitled to the incentives declared under the Industrial Policy 1997 and notified vide IND.22/97 dated 15th August, 1997.
(b) What are the benefits the State is reaping from the existence of Industries in the park?
 
  (b) At present direct benefits are accruing to the MeSEB who are getting an average monthly revenue collection of Rs.211.40 lakhs.

International Boundary Pillar

(a) Whether the Government is aware of the fact that the International Boundary Pillar No.1119 with Bangladesh has been uprooted?   (a) Yes, Sir.
 
(b) If the reply to (a) above is in affirmative, what action the Government has taken so far?

 
  (b) The matter has been taken note of and will be taken up with Bangladesh in the next Indo-Bangladesh Boundary Conference for reconstruction of the missing Pillar.

Production of Charcoal

(a) Whether the Government is aware that charcoal is being produced in the State?   (a) Yes, Sir.
 
(b) If yes, what is the quantity being produced annually?
 
  (b) The approximate quantity of charcoal being produced annually in the State is 4000 tons.
(c) What use is it being put to?
 
  (c) It is put to several uses, such as heating, cooking and industrial uses.

Private Colleges

Horse dung

  (b) Sir, the Government through the municipality is taking up the cleaning and disposal of horse dung on daily basis by Sweepers and Mazdoors.

Higher Secondary Schools

(a) The total number of Higher Secondary Schools (+2) in Garo Hills, from 1996 till date?   (a) 20 numbers, Sir.
 
(b) Total number of Higher Secondary Schools (+2) accorded Opening Permissions?   (b) 14 numbers, Sir.
 
(c) Whether any financial assistance has been provided to such Schools?   (c) Yes Sir, assistance was extended to 3 schools out of the above 14.
(d) If not, the reason thereof?
 
  (d) Assistance towards other eligible schools are under consideration of Government.

R.M.A. Road

  (b) Due to revision of estimate reason being :-
(i) Increased cost of material.
(ii) Law and order problem.

Deficit Secondary Schools

(a) The total number of Deficit Secondary Schools in Garo Hills?

(b) Whether all the deficit Secondary Schools are being proposed to be provincialised in future?   (b) No, Sir.
 
(c) What are the differences between the Deficit Secondary School and the Provincialised Secondary School?












 
  (c) The differences are as follows :-
(1) The Deficit Secondary Schools are under the control of Management of the respective Schools, the staff receiving pay by way of grant in aid while the  Provincialised Secondary Schools are under the direct control of Government from the date of Provincialisation and the staff receive their pay like any Government teachers.
(2) The staff of the Deficit Secondary Schools are receiving pay and allowances at par with Government Schools but they are not entitled to pension. Only C.P.F. @ 8% and DCRG is admissible to them bun the staff of Provincialised Secondary Schools get all the facilities entitled to Government teachers.
 

B.D.C. and B.S.C.

(a) Whether it is a fact that the B.D.C. and B.S.C. of Dambo Rongjeng Block has been reconstituted and notified?   (a) Yes, Sir.
 
(b) If the reply to (a) above is in affirmative, the date of notification?

 
  (b) Sir, Block Development Committee has been notified on 25th April, 2002 and the Block Selection Committee on 11th April, 2002.
(c) The reason/reasons why not a single member proposed by the Local M.L.A. has been included in the reconstituted B.D.C. and B.S.C., inspite of repeated request made by the Local M.L.A., to the Minister concerned?   (c) Sir, the Block Development Committee and Block Selection Committee have been reconstituted as per guidelines provided for the same.
 

IT Park

  (b) Sir, Tentatively, the upper two floors of the Crowborough Hotel is considered for location.
(c) When will it be taken up/completed?
 
  (c) Sir, No, definite time frame can be indicated as the project formulation is in a very initial stage.

Rongjeng C.H.C.

(a) Whether the Government is aware of the fact that the roof of the RCC building of Rongjeng C.H.C. which is being constructed has been cracked?   (a) Not to our knowledge since the Building does not belong to P.W.D.
 
(b) If the reply to (a) above is in affirmative, what immediate action the Government has taken so far?   (b) Does not arise in view of (a) above.

Wooden Bridges

(a) Whether Wooden bridges in the P.W.D. Road between Rajaju Village and Nonghyllam Village are completely broken?   (a) Yes, Sir.
 
(b) If the above bridges are broken, whether Department has repaired the said bridges?   (b) So far 3 (three) Nos., have been repaired.
 
(c) If not, the reasons thereof?
 
  (c) Extent of damages of the other 11 (Eleven) Bridges are beyond repair and needs reconstruction.
