(a) The reason for keeping Minister Rural and Urban Development Fund which was sanctioned for all M.L.A.'s (in the last year 2001)?

(b) The reason for keeping in abeyance for Chief Minister's M.L.A. Scheme?

(c) If not, the reasons thereof?

Water Supply Schemes

*25. Will the Minister-in-charge, Public Health Engineering be pleased to state :-    
(a) Whether there is any Water Supply Scheme allotted under Barengapara P.H.E. Sub-divisions?   (a) Yes, Sir.
 
(b) If answer to (a) is in affirmative, what is the nomenclature and total amount allocated, and progress up to date?

 
  (b) Out of 198 Rural Water Supply Schemes that have been under taken so far, 186 schemes have been completed. Only 12 schemes are going-on at an estimated cost of Rs.522.70 lakhs.
(c) How long it will take to complete the Schemes and how many households will be benefited?
 
  (c) These 12 schemes are likely to be completed by 2002-2003. Approximately 23764 people shall be benefited by these schemes.

Programme for Journalists

(a) Whether the Government has implemented the Welfare schemes programme for the Journalists of the state?   (a) Yes, Sir but partly.
 
(b) If so, since when?   (b) Since 10th July, 2001.
(c) What are those schemes?


 
  (c) The schemes are :-
(i) Stay in Meghalaya Houses/Circuit Houses.
(ii) Travel in Government Transport and
(iii) Journalist Welfare Fund.
(d) The amount earmarked under this programme?   (d) Rs.0.50 lakhs for scheme at (c) (iii).

Autonomous District Councils

(c) Whether the State Government can take any developmental scheme without the prior permission of the Autonomous District Councils?

(d) Whether the State Government can give any instruction to the Autonomous District Councils regarding royalty collection?

Construction of J.N.  Stadium

(a) When was the construction of Jawaharlal Nehru Stadium at Polo ground, Shillong started?   (a) During the year 1981-1982.
 
(b) The total estimated cost of the said Stadium?   (b) Rs.14.24 Crores.
(c) Whether the construction of the Stadium is completed or not?
 
  (c) The work is under taken in phases, and is partly completed.
(d) If completed, when was the stadium inaugurated?
 
  (d) The 1st phase was inaugurated on 21.1.89 and the 2nd phase on 25.5.1999.

Barengapara Water Supply Scheme

(b) The total numbers of projects that are fully functioning, partly functioning and non functioning?

Housing Subsidies

*30. Will the Minister-in-charge, Housing be pleased to state the total number of beneficiaries of housing facilities which have received the Housing Subsidies since 1999 till March, 2002 (constituency-wise)?
 
      Sir, the total number of beneficiaries under Rural Housing Scheme who have received Housing subsidies since 1999 till March, 2002 is 3126 Nos. of families. A statement is placed on the Table of the House showing Constituency-wise details.

Collection of Royalty

(a) What is the total amount collected as royalty by the Department at present?

(b) What are the percentage share between State and the Autonomous District Councils?

(c) What are the rate of royalty per cubic meter of mineral products like sand, stone, coal, etc?

(d) Whether the royalty collection has been entrusted to Autonomous District Councils or the State Government?

Amount to MLA Constituencies

(a) Whether the Government propose to increase the amount of Rs.2.5 Lakhs (Two Lakhs and Fifty Thousand) for every M.L.A. Constituency each year?





 
  (a) Sir,
     An additional amount of Rs.2.50 lakhs for each Meghalaya Legislative Assembly Constituency for purchase and distribution of musical instruments has been made in this financial year 2001-2002. The continuance of such increase can be agreed in principle, however, this will depend on Government policy and resources made available to the Department.
(b) If not, the reasons thereof?   (b) Does not arise in view of (a) above.

Electrification of Villages

(a) Whether the recently sanctioned Schemes for the Electrification of hitherto un-Electrified villages have been implemented?   (a) Yes, Sir. Implementation of the scheme is in progress.
 
(b) If not, the reasons thereof?   (b) Does not arise in view of (a) above.
(c) How many villages are there in the State yet to be electrified?
 
  (c) 2941 villages are yet to be electrified according to 1991 census.
(d) What action has been taken by the Department, so far to electrify the backlog villages?   (d) As at (a) above.
