(a) Whether it is a fact that the fund allocation for Youth Affairs and related activities is only 8.80 lakhs out of the total budget allocation of 865 lakhs?



 
  (a) The tentative State Plan allocation for the Sports and Youth Affairs department for the year 2004-2005 is Rs.865 lakhs out of which Rs.8.00 lakhs has been proposed for Youth Welfare Programme for students in addition, an amount of Rs.27.00 lakhs has been proposed under the Intensive Sports and Youth Development Programme.
(b) If so, the reasons thereof?   (b) Does not arise in view of (a) above.
(c) The reason why the various Sports events in the North East and National Level are not participated by the different sport disciplines of the State?   (c) The State has participated in various tournaments both at the National and the Zonal Level in different disciplines.

(a) The salient features of Swarnajayante Gram Swarozgar Yojana (SGSY)?






 
  (a) Sir, Swarnajayante Gram Swarozgar Yojana (SGSY) is a comprehensive programme, with the objective of bringing the assisted poor families above the poverty line by providing them with income-generating assets. This is sought to be achieved through a mix of bank credit and Government subsidy. Under this programme a large number of micro enterprises are established in the rural areas, depending on the potential of the rural poor. Emphasis is given to assisting Self help Groups (SHG)
(b) The total fund allotted during 1999-2002 by the Central Government and State contribution?
 
  (b) Sir, the total fund allotted by the Central Government for the period from 1/4/99 to 31/3/02 was Rs.214.90 lakhs and the State contribution was Rs.95.58 lakhs.
(c) The year-wise expenditure and unspent balance?

(c) The action Government is taking to overcome the situation?   (c) Government is endeavouring to improve the financial position.

Look East Policy

       The State Government is examining measures to be taken and will suitably incorporate these into the State Vision document which is under formulation.

Construction of Projects

(c) If the answer to (b) above is in the affirmative, the recovery rate of one bag of Virgo cement from the contractor's bills ?   (c) The recovery rate is affected as prescribed in the schedule of rate.

Shillong Bye - Pass

  (a) The land, required for the Shillong Bye-Pass, falling under East Khasi Hills District has already been acquired and handed over to PWD on 16.2.2004/

      The acquisition of the land falling under Ri Bhoi District is still in progress.

(b) The total amount earmarked for the Shillong Bye-Pass road ?   (b) (i) Rs.863.07 Lakhs for land acquisition.

     (ii) Rs.50.00 Lakhs for detailed engineering has been earmarked for 2004-05.

Baljek  Airport

  (a) The main infrastructure of the airport is complete except for electricity and water connections and placement of fire tenders.
(b) The step Government is taking to make the Airport operational ?
 
  (b) The department is pursuing the matter with the concerned Ministry of the Government of India to complete the remaining works.
(c) When will the Airport be operational ?

 
  (c) The Airport will become operational when all remaining works are completed and when an airlines willing to operate flights to Baljek is identified.

Red  Cross  Centre

(a) Whether the Meghalaya Branch of the Red Cross Centre located at Laban has previously been used for the training of nurses and rural health workers ?   (a) Yes, Sir, only for Dhais.

 
(b) The current status of this institution and its current activities?



 
  (b) Sir, it is a registered Society. The activities include to provide Primary Health Care like - outdoor clinic for expectant mothers, Natal Care, well baby clinic and home visit to mothers and children including immunisation, distribution of Iron and Fobi-acord and administration of Vitamin 'A' - solution.
(c) The plan, if any, by the Government to upgrade this centre to make use of the same as a referral Centre for NEIGRIMS for the benefit of the people of the State ?   (c) The Red Cross Centre is not a Government institution.

 
(d) Whether Doctors and nurses are still continuing the Medical Child Health Care (M.C.H.) in the Red Cross ?  

(d) Yes, Sir.
 

Swajaldhaara  Scheme

(b) How many district will be covered by the scheme for the current year ?   (b) All the six (6) Districts except Ri-Bhoi District.
 
(c) What is the progress of the process for implementation of the said scheme ?   (c) Due to non-release of the amount by the Government of India, implementation could not be started.

P. M. G. S. Y.  Scheme

(c) The fund spent since 2000 till date ?


 
  (c) Rs.30,72,32,000/- upto December 2003 exclusively for PMGSY Schemes and Rs.34.95 crores for completion of 208 Nos. of erstwhile Basic Minimum Services Schemes.

Domestic  Electricity  Tariff

(a) Whether Government will clarify the reasons behind the increase of Domestic Electricity Tariff at regular intervals?

  (a) Phased increase of Electricity tariff each year has been effected to attain a cost effective level, Sir.
 

(b) Whether Government is aware of the tremendous financial burden faced by the ordinary consumer on the account of increase in bills levied by the MeSEB ?

  (b) The burden of a cost effective electricity tariff is inevitable, Sir.

Petrol  Pumps

(a) Whether it is a fact that most of the petrol pumps are delivering short quantity than the actual quantity, shown in the meter ?   (a) No, Sir, only a few such cases have been detected.

 
(b) If the answer to (a) above is in the affirmative, the action taken against the owner of those petrol pumps ?


 
  (b) Petrol pumps found giving short delivery are closed temporarily till the defects are rectified. Pumps owners are also proceeded against under Section 39 (2) of the Standards of Weights and Measures (Enforcement) Act/Rules for commission of an offence.
(c) Whether there is any case of arrest or fine so far relating to (b) above ?   (c) There has been no case of arrest so far, but fines are being imposed on defaulting pump owners.

Financial  Assistance

(b) The criteria for the private colleges to apply grant-in-aid from the Government ?   (b) The College is to be affiliated to N. E. H. U. Shillong.
 
(c) The status regarding pension and allowances like, house rent, medical allowances to be given to the deficit colleges teachers ?   (c) There is no provision for these benefits, Sir.

 

Auditorium  at Rilbong

(a) The present status of Arts & Culture Auditorium at Rilbong ?   (a) Sir, First Phase of the civil works, excluding approach road of the Auditorium has been completed.
(b) The total amount allotted and spent during 2003-04?


 
  (b) Sir, the total amount allotted under Capital Outlay during 2003-04 is Rs.30.00 lakhs. But the earmarked amount for the Auditorium, Brooke Site, Rilbong was Rs.7.00 lakhs only which has been fully utilised.
(c) The reasons for the delay in opening the Auditorium for public use?









 
  (c) The main reasons for delay in the opening the Auditorium are :-

   Re-revised estimate of Rs.399.00 lakhs is yet to be sanctioned. The Auditorium can be opened only when acoustic, sound equipment, lighting an dsitting arrangements in the Second Phase are completed.

   Only when the revised estimate is sanctioned and payment made to the Contractor, the detail estimates for the works for Second Phase can be worked out and started.

Timber  Bridges
