G. S. W. S.  Scheme

(a) The areas covered under G. S. W. S. scheme Phase-I and the amount spent till date ?   (a) Police Bazar, Oakland, Jail Road, Thana Road, Lachumiere, Pasteur Institute, Forest Colony, Mawlai, Jaiaw, Mawkhar, Bara Bazar, Barapathar, Lama Villa, Riatsamthiah, Wahingdoh and Umsohsun.

(b) The status of Phase - II ?   (b) Laitumkhrah is fully covered. The areas viz. Madan Laban. Lumparing, Bishnupur, Kenches Trace where testing is completed and is ready for house connection through Shillong Municipal Board.

     In Nongthymmai areas distribution network is completed and testing is in progress.

    In Malki areas, work is being taken up

Erection  of Electric  Poles.

(a) Whether Government is aware that a numbers of Electric Poles were erected long time back in Shillong but no action has been taken to provide fittings & connection ?   (a) Sir, all poles erected by MeSEB within Shillong are part of the 33 KV/11KV and LT Distribution System. These poles are provided with requisite accessories for the transmission and distribution of power to consumers of Shillong area.
(b) If so, reasons thereof ?   (b) Does not arise.
(c) The amount incurred for erecting electric Poles.   (c) The amount for erecting each Electric pole varies with voltage class, type of connection and location.

Building for Home Guard & Civil Defence

Official Residence

        The Building presently utilise by the Chief Minister, Assam for his Official resident, popularly known as State Guest House No.1, is located on a small hillock in Khanapara Pillankata sector, within the areas of difference with Assam.

District Jails in the State

(a) Whether the Government is aware that there is an urgent need for construction/renovation/expansion of District jails at Shillong/Nongpoh/Tura/Williamnagar/Baghmara?   (a) Yes, Sir.

 
(b) If so, the steps the Government is taking?







 
  (b) Government has recorded Administrative approval for improvement and construction of High Security Prisons Complex at Shillong. Administrative approval has also been accorded for expansion and renovation of existing jails in Tura and Williamnagar.

      With regard to Nongpoh Jail, land has been acquired and handed over to the P.W.D. For the Baghmara Hail, land acquisition is under process.

       Sir, the Central Government has allotted an amount of Rs. 50.00 Lakhs to the Software Technology Parks of India (STPI) Ltd for providing High Speed Data Communication facilities in the proposed IT Park in Meghalaya.

Look East Policy

(a) In view of the acceptance of a Liberalised Economy within the country and in view of the recent decision of the Government of India for a "Look East Policy" , whether the Government of Meghalaya thinks there is need to have a Policy Road Map or Vision for the future development of Meghalaya?   (a) Yes, Sir.




 
(b) If so, the steps taken on the issue.   (b) A Vision Document is being prepared, Sir.
(c) The Status of the Meghalaya Economic Development Council (MEDC) which sought to provide the State of Meghalaya with a vision for Economic Development based on political consensus.   (c) The suggestions made by MEDC will be kept in view while preparing the Vision Document, Sir.

Meghalaya House

(a) The Meghalaya House Deal has been claimed to be a Joint Venture between the Government of Meghalaya and Asian Housing Construction Ltd. (AHCL). Does the Government agree with this view?   (a) No, Sir.


 
(b) If so equity participation of the  Government in this controversial deal and the equity participation of AHCL?   (b) Does not arise in view of reply to (a) above.
 
(c) In the interest of fairness and transparency will the Government provide copies of the arbitration proceedings to members of this House?   (c) No, Sir, as the matter is pending before the Arbitral Tribunal.
 
(d) Whether Government is seeking the views of legal experts in Contract and Corporate law to determine the veracity of the Agreement between AHCL and Government of Meghalaya?   (d) Government is taking required legal opinion in the matter.

Importing of Limestone

(a) Whether it is a fact that Laffarage Cement is importing limestone from Meghalaya for its cement factory at Bangladesh?   (a) Not yet, Sir.

 
(b) If so, the quantity of limestone to be exported and how much royalty the state of Meghalaya would earn from it?
 
  (b)20 lac tonnes of limestone is likely to be exported per annum and Government will earn royalty of approximately Rs.8 crores per annum.

M.T.C. Employees

Exporting of Coal

Number of CHCs & PHCs

(b) Whether Government is aware that untreated water is utilised in the CHCs and PHCs?

(c) If so, the initiative Government proposes to take to improve the water quality, since the majority of diseases are water borne in nature?
  (b) & (c) The water source, as available from the P.H.E. or by Departmental arrangements, is utilised, and could either be treated or untreated. Corrective steps are taken as and when reports are received about unsuitable water quality.

 

Modernisation of MCCL

(a) Whether it is a fact that the MCCL Ltd. has received an offer from M/s Cement India Ltd. (CIL) a private manufacturer Dibrughar for Modernisation and Expansion Scheme of MCCL's Cement Plant?

(b) Whether it is a fact that MCCL Ltd. on the recommendation of Sub Committee without inviting competitive offer appointed M/S HCPL as Consultant for basic engineering and overall supervision of agreement with CIL/SCL for fees of Rs.45 lakhs?

(c) Whether it is a fact that MCCL Ltd entered into two agreements with CIL and Saurashtra Cement Ltd. for modernisation and expansion of MCCL Cement Plant?

(d) If so, whether it is a fact that MCCL has terminated agreement with CIL?

(e) If so, reason thereof?

Occurrence of death in Jowai Civil Hospital

(a) Whether Government is aware that a day-old child was
 charred to death in Jowai Hospital in November last year.

(b) If so, whether any enquiry was instituted to look into the matter?

(c) If so, what is the report of the enquiry committee?

 

 

(a) Sir, there was some report to the effect that a day old baby allegedly was charred to death at Jowai Civil Hospital in last part of November, 2003.
(b) yes, Sir.


(c) The report of the Enquiry Committee of doctors indicates that death might be due to infection. Further, enquiry report of Magistrate ordered by Government, through the Deputy Commissioner indicated that there is no conclusive evidence that the baby died due to burn injury and that there is no conclusive evidence of negligence of the ( alleged) burn injury had caused death of the baby.

(a) The delay for the allotment of shop/stall in the shopping Complex at Police Bazar?   (a) Sir, the allotment of shops/stalls in the Shopping Complex at Police Bazar has 2 parts viz (1) the rehabilitation of the road side municipal stalls (2) allotment of stalls to new entrepreneurs. In so far as rehabilitation of the road side municipal stalls is concerned, the allotment has been finalised and the allotment order is being issued. The shifting will be done soon. In so far as allotment of stalls to new entrepreneurs is concerned, applications  have already been received and the same is being examined by an official Allotment Committee Constitute by government for the purpose.
(b) The number of applicants for the shops so far?
 
  (b) Sir, the total number of applications received is 1187 nos.

Employment opportunities

1. Will the Chief Minister be pleased to state :-    
(a) Whether Government considers creation of  Employment opportunities in the State of Meghalaya to be the area that demands priority attention?     (a) Yes, Sir.
(b) If so, the comprehensive strategy Government has adopted to meet this most acute and pressing challenge before the State and its people?     (b), (c) and (d).

   State Government vide its Notification dated 01.10.2003 has constituted the Meghalaya Resource and Employment Generation Council with a view to assess the prospects of employment generation and other related in the State.

(c)  Whether a strategy exist for Rural and Urban employment ?  
(d)  If so, the steps taken to implement this strategy ?  
(e)  If a strategy does not exist, then the reasons as to why such an important issue has been neglected ?   (e) Does not arise in view of the reply to (b), (c) and (d) above.
(f) Whether Government recognise the potentials of e-business through the rapid development of the IT potentials of Meghalaya ?   (f) Yes, Sir.
(g) Whether Government has an IT policy that aims providing maximum employment to the IT literate youth of the State?   (g) The Draft IT Policy which is presently under consideration envisages generation of substantial employment avenues for IT literate youth.
