(a) Whether it is a fact that the Department failed to implement fully the Indira Awas Yozna (IAY) in the year 2003-2004 ?   (a) & (b)
    Indira Awas Yojana (IAY) has two components, first being IAY (New Construction) and the second being IAY (Upgradation). During the year 2003-2004, as against the target of 4821 houses under the first component as many as 4,165 houses were - completed and 166 werre under construction. Corresponding figures for the second component with a target of 2,651 houses were 2,312 - houses upgraded and 104 houses under the process. The slight slippage in achieving the targets occurred due to environmental conditions, fund flow, etc.
(b) If so, the reasons thereof ?  
(c) The quantum of amount proposed to be implemented ?   (c) For the year 2004 - 05, the cost per unit has been revised to Rs.27,500/- under IAY (New Construction) and Rs.12,500/- under IAY (Upgradation), the respective targets being 5076 houses for fresh construction and 2791 houses for upgradation.

Construction of District Library

(a) Whether Government is aware that there is urgent need to construction a District Library cum auditorium each at Nongstoin, Williamnagar and Ri Bhoi District ?   (a) Yes, Sir.
(b) If so, whether any steps have been taken in this regard?   (b) Plan and estimates for construction of District LIbrary -cum - Auditorium at Nongstoin and Williamnagar have been prepared but sanction could not be accorded due to non-availability of fund. Plan and estimates for construction of District Library - cum - Auditorium at Nongpoh could not be prepared due to non-availability of land.

Operation of Weigh Bridges on NH. 62

(a) Whether Government of Meghalaya has enacted any law(s) to operate weigh bridges on NH.62 (between Dainadubi and Nongalbibra) ?   (a) No, Sir.
(b) If the answer is in the affirmative, what is or are the laws ?   (b) Does not arise in view of (a) above.
(c) If not, how they are being operated now ?   (c) The Digital Weighbridge at Sarangma, Dainadubi has been utilised by the Taxation Department for realisation of additional security @Rs.120/- per M. T. of excess load of Coal carried by Coal Trucks. This is authorised under Government letter NO. ERTS (T) 140/96/Pt-I/8, dt. 13.5.2004.

Power Generating Capacity.

Construction of District Library

(a) The actual Hydel Power generating capacity of MeSEB at present ?   (a) 185.2 M. W, Sir.
(b) Total Power supplied to the Industrial Units in EPIP ?   (b) 80 MW during Monsoon period and 50 MW during the dry period.
(c) The per unit cost of Power supplied to EPIP ?   (c) For EHT consumers, 195 paise per unit with rebate of 10 paise per unit for timely payment. For HT consumers, Demand Charge at the rate of Rs.80.00 per KVA and energy charge at the rate of 220 paise per unit with rebate of 10 paise per unit for timely payment.
(d) Whether the Power supply tariff is subsidized ?   (d) No, Sir.
