Bamboo Flowering

(a) Whether Government is aware of the fact that Bamboo Flowering followed by possible famine in the N. E. States was predicted by the Scientist ?   (a) Sir, the Government is not aware of such predictions. However, apprehensions have been raised in many quarters about unusual increase in rodent population due to impending flowering of Muli Bamboo.
(b) If so, the measures being taken upto face such calamity   (b) An Action Plan has been prepared and submitted to the Government of India.
(c) The steps taken up for public awareness ?   (c) Public awareness is a part of the Action Plan.

Lack of Medicines in Civil Hospital

(a) Whether Government is aware of the fact that there is hardly any medicines available for the patients in the Shillong Civil Hospital ?   (a) Sir, the medicines are available in the Civil Hospitals.
(b) Whether it is also a fact that at times of emergency, even in the middle of the night patients or their attendants are sometimes expected to bring in or purchase urgently needed drugs from the open market ?   (b) Sir, short-shelf life medicines which are very expensive like those of Cardiac cases are indented in small quantities and are given to critical patients only. Hence it is imperative that drugs be bought from outside.
(c) Whether there is any move on the part of the Government to open a medicine counter within the premises to ease this problem ?   (c) Yes, Sir. A proposal is under consideration.

Urban Self - employment Programme

(a) The salient features of Urban Self - employment Programme (ESEP) ?   (a) Sir, the salient features of the Urban Self Employment Programme (USEP) is to encourage underemployed and unemployed urban poor to set up self enterprises. Under the programme, individuals as well as groups are imparted training and provided financial assistance by the Banks to set up gainful self employment ventures.
(b) The number of applications received by the Shillong Municipal Board and total applications recommended during the year 2003-2004 ?   (b) Sir, during the year 2003-2004,302 applications was received by Shillong Municipal Board, out of which 301 were recommended to Banks.

Rail - head at Depa

Slums Development Scheme

(a) The number of slum areas identified and declared by the Government in Shillong?   (a) Sir, 23 (twenty three) localities have been identified and 19 (nineteen) of them have been declared/notified as slum areas.
(b) Whether any welfare scheme have been taken up for these slum areas ?   (b) Yes, Sir, physical amenities for improvement of the environment of these areas are provided. Besides, assistance for socio-economic development of the urban poor in these areas is also extended.
(c) The name of the scheme and amount sanctioned / recommended by the Government during the year 2003-2004 under national slums development programme ?   (c) Sir, under National slum Development programme an amount of Rs.59.00 lakhs has been sanctioned during 2003-2004. The name of the scheme and amount sanctioned for each scheme is placed on the Table of the House.

Unhygienic and Filthy Conditions at Iewduh

  (a) and (b). Sir, Iewduh is under the jurisdiction and Management of the Syiem  of Mylliem. However, taking into account the over-crowding and the in-sanitary condition prevailing in Iewduh, Government had proposed to the Mylliem Syiemship to redevelop Iewduh in a planned manner. Final consent of the Syiemship is awaited, as of today.
(b) If so, the action taken or proposed to be taken up in this regard?    
(c) If not, the reason thereof?   (c) Does not arise.

Traffic Problems

  (b) The Govt. is fully aware of the traffic congestion in Shillong city and measures have been taken from time to time to ease the traffic congestion, some of these measures are :-
      (c) Parking lot opposite State Bank.
      (d) The two multi parking lots at Garikhana near the Autonomous District Council area.
      - Widening of roads where ever possible.
      - Regulation of entry  of heavy vehicles especially to trucks.
      - Introduction of one way traffic system and No Parking Zone in very congested areas.
      - Traffic weekly review is held to ensure effective function of the traffic control system in the city.

Whether Government is aware of an acute water crisis in the Shillong city?





 
  (a) & (b) Government is aware of scarcity of water in some localities of Shillong and both the Public Health Engineering Department and the Shillong Municipal Board are making concerted efforts in ensuring the supply of requisite quantity of water. Further adequate supply of water to the city expected after the distribution network of Greater Shillong Water Supply Scheme is completed.

 Whether it is a fact that the Public Health Engineering Department and the Shillong Municipality, are responsible for the inadequate supply of water to the city?

If so, the steps taken by the Government to solve this vexed problem?   (c) Sir, the major steps taken by Government to solve the water problem are as follows :

Completion of the Greater Shillong Water supply Scheme distribution network at the earliest.

Integration of the Municipal water sources to Greater Shillong Water Scheme system.
    3. Augmentation of water by tapping of new sources.
    4.
 
Reduction of water loss by repairing old leaking pipes.

Supply of water through tankers during periods of scarcity.

  (b) The CHC is yet to become functional as it was accorded sanction only recently i.e., December, 2003.

  (a) The total amount earmarked for payment of land compensation for Shillong Bye-pass is Rs.7,72,46,861 (Rupees seven crore seventy two lakh forty six thousand eight hundred sixty one) and for Jowai Bye-pass Rs.82,04,542 (Rupees eighty two lakh four thousand five hundred forty two) only.

Whether the acquisition proceedings have been completed?   (b) No, Sir, only the acquisition proceedings of Shillong Bye-pass has been completed.

  (c) The matter is not yet settled for Jowai Bye-pass, because the amount of compensation is yet to be finalized.
