  (b) The deficit Colleges in the State are not State Government Employees but their Salarries are fully borne by the State Government. Their total emoluments should therefore, not be bigger than that of the State Government Employees of the corresponding category. Since the Government of India will reimburse 80% of the additional expenditure involved in increased pay only, the additional expenditure for DA and other allowances has to be borne entirely by the State Government. Moreover, the support from the Government of India will be only up to 31/03/2000 and thereafter, the entire expenditure will be borne by the State Government under Non-Plan. Therefore, due to resource constraint the Government have decided that the Revised UGC Scale of Pay may be given along with Central rate of DA with effect from 01/01/96.
