Old Age Pension Scheme

(a) Whether it is a fact that the beneficiaries of National Old Age Pension Scheme have not been getting their pensions for the last few months ?   (a) & (b) Funds in respect of National Old Age Pension Scheme (NOAPS) are released annually by the State Government to various District Rural Development Agencies (DRDA's) for disbursement to Old Age Pensioners. Since the release of funds depends on availability, some slippage in pension disbursement may take place. 
(b) If the answer to (a) above is in the affirmative, the reason thereof and for how many months ?  
(c) The amount received from the Government of India under this Scheme for the Year 2003-2004?   (c) No funds were released by the Government of India under NOAPS for the year 2003-2004.
(d) The criteria for the selection of the beneficiaries ?   (d) As per the guidelines for NOAPS,  the criteria for the selection of beneficiaries are (1) The age of the applicant should be 65 years and above (2) The applicant must have little or no regular means of subsistence from her own sources of income or through financial support from family members or other sources (3) The applicant should belong to family Below Poverty Line (BPL).
(e) The number of beneficiaries who received their pension every year since 2000-2001 till date ?   (e) The number of beneficiaries under NOAPS year - wise was :

Agriculture Seed Farm

(a) The reasons why the Department is not doing any work in Jetragre Agriculture Seed Farm under Chokpot Development Block ?   (a) Sir, the Department has undertaken plantation in about 43 hectares out of the total available 60 hectares. However, maintenance of the farm became very difficult because of very poor road communication network and elephant menace.
(b) Whether Government has paid any compensation for acquiring the land for the above Seed Farm ?   (b) Yes, Sir.
(c) If so, the amount paid ?   (c) The amount paid is Rs.22,50,000/- (Rupees Twenty two lakhs fifty thousand) only.
(d) Whether there is any proposal from the Government to set up Krishi Vigyan Kendra (KVK) in the above Agriculture Seed Farm under South Garo Hills District ?   (No, Sir.

Crowborough Hotel

Will the Minister in-charge, General Administration   be pleased to state the plan of the Government to make the Crowborough Hotel functional ?     As a first towards completion of the Crowborough Hotel Project, the Meghalaya Tourism Development Corporation has submitted a proposal for an out of court settlement with SAB Industries Ltd., one of the contractor of the Project; to resolve the outstanding legal issues to avoid complication in future.

  The M. T. D. C. then proposes to select a qualified party through open tender and competitive bidding to complete the hotel on "as is where is basis" and thereafter manage and operate the Hotel.

  Both the completion and management of the Hotel will be finalised through a long therm Lease - cum - Management Contract. The India Tourism Development Corporation would assist the M. T. D. c. as a consultant in the process of finalisation of the terms and conditions of the Lease-cum-Management Contract for completion and operationalisation of the Crowborough Hotel .

(b) Whether it has been distributed equally to all the C.D. Blocks to be implemented?   (b) Does not arise in view of the reply to (a) above.

Integration of Municipal Sources

*125. Will the Minister in-charge Urban Affairs be pleased to state :-    
(a) Whether Ministry of Urban Development and poverty alleviation has sanctioned fund for project relating to integration of Municipal sources for supply of water in Shillong ?   (a) & (b)    Sir, in October 2001, Union Ministry of Urban Development & Poverty Alleviation approved an Action Plan for integration of municipal sources for supply of water in Shillong with an estimated cost of Rs.341.42 lakhs, revised to Rs.384.19 lakhs in November 2002. The above sanction envisaged Government of India expenditure to be borne by the Ministry and 10% by the State Government. Till date Rs.345.77 lakhs, the Central contribution has been released and received.
(b) If so, the total amount and year of sanction with amount released till date?
 
 
(c) The main objective of the project and areas/sources involved ? (c) Sir, the main objectives of the Action Plan are as follows :-
(i) Improving the existing Municipal sources
(ii) Improving the quality of water of the existing municipal sources.
(iii) Improving the existing municipal distribution system to integrate with the new distribution Network of Greater Shillong Water Supply Scheme.
(iv) To identify the scarcity areas and need for improvement
(v) Arrangement of an alternative system to meet the minimum requirement of water during emergencies when supply of water from Greater Shillong Water Supply Schemes (GSWS) is affected due to unavoidable circumstances such as tripping of power, emergency shut down for urgent repairs, etc.

The Action Plan covers 7 (seven) municipal sources viz., Umjasai, Wah Jalanoh, Madan Laban, Pata Khana, Wah Risa, Crinoline and Wah Dienglieng. 

Employment to Educated Youth

Will the Chief Minister be pleased to state the steps Government has taken to provide employment to the educated youth in the State ?       The Government through its development programmes lays emphasis on providing employment to all sections of society in the State. In all Annual Plans and 5 year Plans, employment opportunities are created in different sectors of economic, social and general services. The State Government provides significant budgetary support for all recognized centers of learning in the State so that youths are trained for obtaining jobs. Micro credit schemes are also implemented to enable educated youths to access capital for self - employment. The Government vide notification PLA 145/92/74 dated 1.10.2003 has constituted the Resource Employment Generation Council to further improve the strategy and guiding policy for providing employment to youths of the State.

M. T. C. Salaries

   Due to its financial constraints, the Meghalaya Transport Corporation has not been able to pay salary to its employees for the months of March to May 2004. However, Government is proceeding a proposal for providing some assistance to Meghalaya Transport Corporation to ease its financial problem.

(b) If the answer to (a) above is in affirmative the reason thereof ?

   As one of the steps for revitalizing the Meghalaya Transport Corporation, Government have recently approved a Scheme of allowing the vehicles of Private Transport Operators to operate under the banner of the Meghalaya Transport Corporation ( M. T. C.)

Implementation of Aus - aid Projects

(a) Whether the Public Health Engineering Department has been selected as nodal agency for implementation of the Aus - aid projects in Shillong ?   (a) Yes, Sir, the Shillong Urban Water Supply and Environmental Sanitation Project (SUWSRSP) is assisted by the Austratian Agency for International Development (Aus-AID).
(b) If so, the areas where Public Health Engineering Department will be involved and the salient features of the schemes earmarked for each area/locality in Shillong ?   (b) PHE Department is involved in water supply and sanitation issues. The objective of the Project is to prepare an investment plan and supporting institutional structure for water supply and environmental sanitation in the Shillong Urban area. The Project envisages implementation of limited physical interventions to test technical approaches and institutional arrangements which would be taken into account while preparing the investment and institutional plan.
