   (a) Sir, the State Plan priorities are formulated by taking the following into consideration:-
   (i) national priorities as per guidelines issued by the Planning Commission from time to time.
   (ii) The recommendation of the State Planning Board.
   (iii) Decisions of the Cabinet.
   (iv) decisions taken in the meetings between the Chief Minister and the Deputy Chairman, Planning Commission.

(b) The three top Plan priorities of the State today?





 

 

   (b) The three top Plan priorities of the State in terms of fund allocations are:-
   (i) Economic infrastructure like Power, Roads & Irrigation.
   (ii) Social & Community Service like Education, Healthy, Water Supply, Social Welfare, Nutrition, etc.
   (iii) Agriculture & Allied Sectors.

(c) Whether the State Planning Board has any expert as a Member?

 

 

(c) Sir, no person has been nominated as such an expert member of the State Planning Board. However, some members of the State planning Board are experts in their own fields.

The project budget provided by Aus-Aid is Australian Dollars 8.229 millions, which amounts to Rs. 24.69 crores approx, at the conversion rate of one Australian Dollars to Rs. 30.00

(a) & (b). Sir, there will be no loss of revenue because when action is taken against the owners of Commercial Vehicles who are using vehicles without payment of tax for any period, the arrears of taxes along with penalty is also realised from the defaulters.

         Sir, the amount collected by Shillong Municipal Board from the Municipal Toll Gates during the year 2003-04 and 2004-05 upto 15th March, 2005 is Rs. 1,37,25,999.00 (Rupees one crore thirty seven lakhs twenty five thousand nine hundred ninety nine) only. Rs.77,65,742.00 ( Rupees seventy seven lakhs sixty five thousand  seven hundred and forty two) only respectively.

Ghagua Irrigation Project

(c) There is no scheme proposed under the name of Ghagua River Irrigation project. But, a scheme by the name of Kalajhar, F.I.S., across the River Ghagua near Odal-Guri Village, was proposed to be submitted during 2000-2001. However, this scheme could not be submitted to Government in view of the petition received from the public objective the construction.

Appointment of Primary Teachers

*291. Will the Minister in-charge, Mass Education be pleased to state  the policy adopted by the Government to appoint primary teachers?
































 

 

       Government has recently adopted and notified a new procedure4 for appointment of teachers in Government L.P. Schools, Sir. the procedure is briefly as follows:-

       i) There shall be an illegibility test for all persons desirous of applying for appointment as L.P. Schools teachers who posses the minimum qualification as prescribed by the Government from time to time.

        ii) The eligibility test will consist of written examination and personal interview.

       iii) The Candidate who have passed the eligibility test will be issued a certificate which will be valid for a period of three years.

       iv) Vacancies of teacher posts in the Government L.P. Schools will be advertised by the D.I. concerned. Interested and eligible candidates shall have to appear for personal/walk in interview to be conducted by a selection committee on the date, time and venue fixed by the D.I. of Schools.

          v) Appointment shall be made from the merit list to be prepared by the Selection Committee and published by the D. I. of Schools

            A copy of the detailed procedure published in the Extra Ordinary Gazette of Meghalaya dated 18.2.2005 is placed on the Table of the House, Sir.

            Regarding Non- Government L.P. Schools recruitment of teachers is made by the concerned School Managing Committees with Government approval subject to the fulfillment of the eligibility criteria to be prescribed by the Government from time to time.

   (a) The Land Acquisition Committee is to be set up under the Land Acquisition (Companies) Rules, 1963, for the purpose of advising Government in relation to acquisition of land for companies etc. under Part VII of the Land Acquisition Act. Since no such acquisition proposal for companies etc. have been received, the Committee has not been made functional.

The main activities of the Department under Sericulture are raising of Nursery Plantation, Chowki-Rearing, Silkworms Rearing, harvesting of Cocoons, Reeling and Spinning of yarn and imparting training to Silkworms rearers, as well as reelers and spinners.

2. Handloom

The main  under Handloom are imparting training to the handloom weavers under Weaving Training Class and also training of silk weaving in the Handloom Department Centers, besides training of Education un-employed youth for self employment at Handloom Training Institute, Mendipathar.

        Sir, the income of Tura Municipal Board from municipal toll gate 2003-2004 was Rs.5,28,225.00 (Rupees Five lakh fifty eight thousand two hundred twenty five ) only.

Block I & II

For the purpose of solving the boundary issue between Assam and Meghalaya the Chief Minister of both the State had discussed the matter from time to time. The Government had also reconstituted the Advisory Committee on boundary matters and constituted an inter State boundary Monitoring Committee. Maintenance of Law and Order in the areas bordering Block-I and Block-II have also been stepped up.

Duties & Functions of Gram Sevaks

*304. Will the  Minister in-charge C&RD  be pleased to state the Duties and functions of the Gram Sevaks in the Blocks:-









 

 

   Sir, the Gram  Sevaks have a number of duties and functions. They supervise and monitor the implementation of schemes of the C & RD Department and in doing so, they are to visit the project sites that are located in different village and submit report on progress of implementation of schemes to the Block Development Officer. the services of the Gram Sevaks are also utilised for other activities connected with occurence of natural calamities, conduct of various survey, census evaluation operations of various Departments. Mobilisation of village level community, for participatory development activities, formation of Self Help Groups (SHGs). In a nutshell, the Gram Sevaks are multipurpose village level functionaries.
