Creation of an engineering Wing

66. Will the Minister _n-charge, health and Family Welfare be pleased to state:-    
(a) Whether the government is contemplating to create an Engineering Wing (Health) in Garo Hills and Jaintia Hills Districts?    (a) The Health Engineering Wing Functioning and has a presence in the Garo Hills and Jaintia Hills also. There is no necessity for a separate Engineering wing.
(b) If the reply to (a) above is in the affirmative, when it will be created and start functioning?   (b) Does not arise in view of (a) above.
(c) If the reply to (a) above is in the negative, the reasons thereof?    (c) Sir, the Health Engineering Wing stationed at Shillong monitors the construction and maintenance works of the buildings in Garo Hills and Jaintia Hills districts with the assistance of the Sub-Division Officers, Sectional officers and other office staff.

Appointment of a Notary Public

(a) Whether the Government has appointed any Notary public in the State?    (a) No, Sir.
(b) whether the Government is aware of the fact that the citizens are inconvenienced due to absence of Notary Public?   (b) No, Sir.
(c) Whether the Government proposes to appoint a Notary Public?   (c) Legal documents such as affidavit power of attorney, partnership deed contract between parties, cheques, life certificate are presently being attested by the existing Magistrates and this practice is still continuing and it is not come in to  the knowledge of the state Government of the necessity to appoint such Notaries as per provisions of the Notaries Act,1952 and as such Notary nor has any intention to appoint one in near future, unless the demand/ necessity is there.

(a) Whether the Alliance airlines flights to and fro Barapan airport are operating satisfactorily? 
(b) The number of flights cancelled during the past one year and the reasons thereof?
(c)  The average passenger traffic per flight during the past one year ( with month-wise break-up)?
(e) whether any feasibility study has so far been made and to what effect?

 The flights from Umroi Airport are operating by the a Subsidiary of the India Airlines, that is Public sector Undertaking of the  Central Government, as such the required information is not available, with the State  Transport Department.
(d) Whether the Government intends to introduce regular Boeing 737 flights?   (d) state government has requested appropriate authorities in the central Government to examine the possibility of operating Boeing flights to Umiam Airport.

(a) Whether a memorandum was presented by Late Ardhendhu Chaudhuri, ex-MLA to the Union Civil Aviation Minister in September 2004 regarding safety of the passengers in the Northeast India?
(b) Whether the points raised by the Late MLA warrant any serious attention?
(c) If so, the follow up steps have been initiated by the State Government?

Sir, Airways, Aircraft and Air navigation, are subjected the are in the union list of the Constitution and therefore fall within the purview of the Central Government. However, it may be mentioned that matters relating to up gradation and improvement of Umroi airport, have been taken up by the state Government with appropriate authorities of Government of India and it has been informed towards improvement of Umroi airport.
