(c) If not, the provision made for the trainees?   (c) The trainees have to make their own arrangements for their stay, Sir.
(d) Whether other infrastructure of teaching is available in the college?   (d) Yes, Sir.
(e) If not, how the teaching staff are teaching the trainees?   (e) Does not arise in view of (d) above.
Office of the Addl. Chief Engineer

(a) Whether it is a fact that the office of the Additional Chief engineering PHE is still functioning at Shillong?

In absence of the required staff in the past years, Additional Chief Engineering, Zone II, PHE, who is in charge of Garo Hills, was functioning with the help of the staff of Chief Engineer's office Shillong. However the supporting staff have been sanctioned on 14/3/2005 and the office will fully function form Tura shortly.
Environmental degradation

(a)The steps the Government has taken on the environmental degradation that has taken place in the state?   (a) The steps taken by the Government to reduce environmental degradation in the state are :-
(i) Increase the green cover by implementing various programme both under State-Plan and central Sector Schemes.
(ii) Enforcement of various acts & Rules relating to Air and Water Pollution etc.
(ii) Generation Awareness to the Public about the need to keep environment clean.
(b) Whether the measure taken will stop the rise of pollution related d 1 sease?  

(b) While the measure taken will definitely improve the Health of the people, no study has been conducted to conclusively prove the same.

 Municipal gate, williamnagar

Will the Minister in-charge, Urban Affairs be pleased to state the amount to revenue collected during the year 2003-2004 and 2004-2005 from the municipal gate of Williamnagar?    Sir, the income of williamnage Municipal Board from the Municipal Toll gates during the year 2003 -2004 was rs.1,56,750.00 ( Rupees One Lakh Fifty Six thousand Seven Hundred fifty) only and for 2004 -2005 is Rs. 1,55,127.50 (Rupees One Lakh fifty Five Thousand One Hundred twenty Seven and paise Fifty) only.
Non- levy of Excise duty

(a) Whether there was any non-levy of excise duty on spirit imported  for use in the manufacture of IMFL by the Department and there by resulting to a big loss of Excise duty during 2002-2003?   (a) Yes, Sir.
(b)  If So, the reasons thereof ?   (b) Government have exempted excise duty on such spirit, Sir.
Umrio Airport

*317. Will the Chief Minister be pleased state the reason why Umroi Airport cannot be upgraded to facilitate landing of Boeing aircraft?     Sir. The Airports Authority of India, have informed that the Umroi airport cannot be upgraded to facilitate landing of Boeing aircraft in the near future, due to technical and operation difficulties.
Construction of R.C. bridge

 Medical treatment outside the state

(a) Whether it is fact that the Government has issued Notification to discontinue the treatment outside the state?   (a) No order has been issued to administrative Department of the Government that the patients who have to undergo medical treatment outside the State have to be referred to NEIGRIHMS.
(b) If so, the type of specialist treatment that will be available?   (b) Does not arise.
(c) whether the NEIGRIM is ready for specialist treatment with full equipment?   (c) No Sir, except for diagnostic tests in Pathology Radio Imaging, Gastroenterology, Cardiology & Paediatrics.
(d) If so, the type of specialist treatment that will be available?   (d). (i) Pathology Radio imaging,
       (ii) Gastroenterology 12 bedded inpatients and O.P.D.( Non- Surgical).
       (iii) Cardiology 6 bedded ICCU, 12 bedded in-patients & O.P.D.( Non-Surgical).

Transport subsidy

 Incorrect billing by M.S.E. B.

(a) Whether it is a fact that due to failure to insert a clause for levy of minimum monthly consumption charge and  incorrect billing the Me.S.E.B. had incured a big loss in 2002 -2003 ?   (a) No, Sir. However, Meghalaya State Electricity Board is having monthly minimum charges based on the connected load in kilo Watt or part thereof and not on minimum monthly consumption. So far as incorrect billing is concerned generally, no incorrect bill is served to the consumer. The mistake, if any is corrected in subsequent bills.
(b) If so, the reasons thereof?

 Orchid lake resort

Will the Minister in-charge, Tourism be pleased to state the Income and Expenditure of the orchid Lake resort unit at Umiam during the year 2003-2003.    Sir, for the year 2002-2003, the income for the Orchid Lake Resort, umiam was Rs. 54.54 lakhs while the expenditure was Rs.51.11 lakhs. The Corresponding figures of income and expenditure for 2003-04 were Rs.60.445 lakhs and Rs. 55.87 lakhs.
 Tura Bye- pass road

Destruction by Wild elephants

 Destruction by Wild elephants

(b) Whether it is fact that these wild elephants have damage many dwelling houses including standing crops of those villages?   (b) Yes, Sir.
(c) Whether any compensation have been paid to the victims?    (c) Not yet, Sir.
(d) If not, when it could be paid?   (d) As soon as fund ifs sanctioned.
(e) The action taken by the Government to drive out the elephants from those areas as they are inhabiting permanently?   (e) None, Sir as the area is traditional natural habitat of the elephants.

 Increase of electricity bills

 Industrial production

(a) The step the Government has taken to face inter- state competition in terms of Industrial production?   (a) The steps taken by the Government to face Inter-State competition in term of Industrial production are:-
      1) Creating awareness amongst entrepreneurs for adopting better technology for enhancing productivity.
      2) Encouraging industrial units to take part in different industrial units to get registered Rules and with NSIC to avail price preference both within the State and outside the state.
       3) Exemption of Sales  tax for new Industrial units.
      4) Encouraging industrial units to get registered with Meghalaya Preferential Price Purchases Rules and with NSIC to avail price preference both within the state and outside the State.
      5) Government is implementing central Transport Subsidy scheme to help industrial units compete in the  outside market.

Caves at Lumshnong

 Up gradation of roads

(b) If the answer to (a) above is in the affirmative, the present status of the proposal?   (b) The proposal has not yet been agreed by the Central Government, Sir.
(c) If the answer to (a0 above is in the negative, the reason thereof?   (c) Does not arise in view of reply to (a) above.
 Roads construction under PMGSY in 2002

(a) The number of roads taken up for construction under the PMGSY in 2002, district and Block wise?   (a) Statement is placed on the table of the House, Sir.
(b) Whether construction of all the roads including black topping has been completed?   (b) No, Sir.
(c) The amount  Involved for the whole project?   (c) Rs.7407.13lakh, Sir.
(d) If the answer to the above is in the negative, the reason thereof?   (d) Due to the land disputes, limited working period, critical terrain condition, irregular supply of explosive, Sir.
(e) Whether new roads under PMGSY have been taken up in 2003-04 and 2004-05?   (e) No, Sir.
(f) Whether the PMGSY roads are allotted block wise or MLA constituency wise?   (f) No, Sir.
Effect of the National Budget on the state economy

*340.Will the Minister in-charge, finance be pleased to state the advantages the  national  budget will have on the State economy with a specific mechanism if the disadvantage outwight advantages?   Sir, the advantageous features of the National Budget would be as follows:-
        1. For Special Category State like Meghalaya, almost 75-80% of its fiscal resources come from the central Government in the form of grants and loans.
        2. In the  Central Budget 2005-06, Plan Budget of Rs.9308 crore has been made for schemes and programs in the NE region.
        3. A special package of Rs. 450 crore has been allocated in the 2005-06 budget for Highway Development in NE region.
        4. The State also stands to gain from the awards recommended by the 12th Finance Commission in the form of grants, debt relief and financing of relief expenditures.
 
 Construction of parking lots

Will the Minister in-charge, Urban affairs be pleased to state whether the Department has any plan to construct more parking lots in Shillong and its surrounding areas?    Sir, to relieve the traffic congestion in different parts of Shillong, the policy of the Urban affairs Department if to construct Parking Lots subject to the availability of land and resources as also the favorable technical factors.
