Educational System

(a) The present approach of the Government to put most of the youth through a Higher Technical, Medical, or Management Education System?

 

(a) We have not adopted such an approach, Sir.

(b) If the approach had been successful the percentage of unemployment among those with Higher Education?

Chidrang Flow Irrigation

(b) If the reply is in the affirmative, when will the work be started?

 

(b) Tenders for the works have already been invited. The work will be started as soon as the allotment of work is made.

Malaria patients

(a) The numbers of malaria patients in the State ?

 

(a) Sir, the number of people affected by malaria in the State are 18,082, in the year 2004.

(b) The most affected District in the State ?


 

(b) Sir, the most affected Districts in the State are West Garo Hills, Ri-Bhoi District and Jaintia Hills District along the inter-State Borders. As a whole however, all the Districts are endemic for malaria.

(c) The step taken by the Department to check the spread of the diseases ?

 

(c) Sir, the steps taken by the Department are :-

   

(1) Early detection and prompt treatment.

   

(2) DDT spray, focal spray and use of insecticide treated
bed nets etc.

   

(3) Training and capacity building.

   

(4) Information, Education and Communication through Print
and Electronic Media and Audio Visual aids.

Roads under Dainadubi Sub - Division

Mental Hospital

Vocational Education

(a) Whether Vocationalised scheme as part of education had been tried ?

 

(a) Yes, Sir.

(b) If so, how far it has succeeded ?

 

(b) It has had limited success, Sir.

(c) If not, the reason thereof ?

 

(c) (i) Lack of vertical mobility.

   

(ii) Inherent flaws in the system which does not provide the flexibility as per demand of employment market.

   

(iii) High level of professional competency demanded by the job market.

   

(iv) The system could not inculcate the entrepreneurial spirit which would promote self employment.

Cancer Institute

(a) No sanction for creation of a Cancer Institute under the State Government has been received till date.

Industrial sickness

(a) Whether Government is aware that Industrial sickness affect economic growth ?

 

(a) Yes, Sir.

(b) If so, the steps Government had taken to address comprehensively so as to ensure that it does not impede economic growth ?

 

(b) The steps taken by the Department so as to ensure that it does not impede economic growth are :-

   

(1) A constant review with Bank & Financial Institutions so as to ensure availability of funds to the Industries.

   

(2) Proposal for augmenting Power in the State for industrial consumption has been taken up by MeSEB.

   

(3) The Industries Department in collaboration with ITI imparts training to entrepreneurs/youths for skill upgradaton.

   

(4) The Industries Department is organising various exhibitions, Seminars, Buyer Sellers meet for better marketing of State's Products.

Dagal Apal - Thapa Darenche Roads

(a) Whether the Department is aware that the road from (1) Dagal Apal to Dagal Aringga 5 Kms in length and (2) Thapa Darenche to Thapa Agitchek 5 Kms in length have been completed ?

(b) If the reply to (a) above is in the affirmative, whether these roads are being maintained properly ?

 

(b) No, Sir.

(c) If so, since when it was started and by whom ?

Community Land

(a) Whether it is a fact that the Scheme center for excellence had to be implemented in a Community Land ?

(b) If so, the definition of Community Land is a broader scene ?

 

(b) Does not arise in view of (a) above.

(c) The guide lines to be followed for implementation of such schemes ?

 

(c) Briefly, the following are the guidelines to be followed :-

   

1. The Area selected for Centre of Excellence would have to be contiguous, consisting of atleast 40-50 hectares.

   

2. The land selected for Center for Excellence should comprise plots of farmers/beneficiaries.

   

3. It should be easily approachable preferably on the main road or nearby.

   

4. All the components of the Technology Mission would be implemented in the Centre of Excellence.

Growth of Economy

(a) Whether it is a fact that the Government is keen to achieve rapid growth of our economy ?

 

(a) Sir, Yes.

(b) If so, what precaution the Government has taken if there is a serious shortage of long term risk Capital in Meghalaya ?

 

(b) Agriculture as in every other Sectors of the economy is subjected to risk in particular like Natural Calamities like Drought, Hail storms, Flood, Inundation etc. However, as a precautionary measure, the Department is taking up every effort to plan its programmes in such a manner that a minimum degree of risk is involved.

(c) If not, the reasons thereof ?
