(b) If reply to (a) above is in the affirmative, the number of people who died due to such diseases during from 200-2001 till date?







(b) Sir, the number of people who died due to Malaria from 2000-2001 till date are as follows:-

i) 2000 - Nil
ii) 2001 - Nil
iii) 2002 - Nil
iv) 2003 - 1 (one) Mukroh.
v) 2004 - 1 (one) Mukroh.

(c) None of the Caves in Meghalaya have been reported of having a historical value.

(d) If the reply is in the affirmative, whether any department or authority had been created for the purpose of conservative?

College Lecturers Allowances

*120. Will the Minister in charge, Higher & Technical Education be pleased to state as to why allowances like House rent, Medical, Hill and Winter allowances have not been provided to the College lecturers till date?

   
   

(a) There are two existing pay scales of college Lecturers :-

(1) State pay scale plus all other allowances as admissible for other State Government servants i.e. House Rent, Medical , Hill and Winter Allowances.

(2) The UGC Scale of Pay D.A. Lecturers who are qualified and opted for UGC Scale of Pay are entitled to Basic pay plus central DA only.

Non-receipt of materials

On executing agreement with the Board by the contractors, all materials as per approved estimates are issued to the contractors for execution of works.

(b) If the reply to (a) above is in the affirmative the reasons thereof?

(b) Does not arise in view of (a) above.

Post Graduate Studies in Agriculture

Yes, Sir, the college of post Graduate Studies in Agriculture will be set up in the State.

(c) Rs. 11.48 Crores for the period 2004-05 to 2006-07.

Natural Calamities

(a) Whether the Government has prepared a blueprint to meet various types of natural calamities that may befall the State?

 

(a) Rs. 11,02,358/- ( Rupees Eleven lakhs two thousand three hundred fifty eight) only, Sir

(b) Whether the plan of action for earthquakes call for capacity building in the form of trainings etc?

 

(b) Yes, Sir.

(c) If so, the number of trainings carried out so far, when and by whom?

 

(c) 77 (seventy seven) officers have been trained in 23 different training courses. The dates and institutions are placed on the Table of the House.

(d) If not, the reason thereof?

 

(d) Does not arise in view of (b) & (c) above.

(e) How many Dorbar Shnongs have been trained in Disaster Management?

 

(e) So far 3532 Village Disaster Management Committee have been constituted and training will be imparted soon.


Suspension Bridge

(a) Whether the suspension Bridge, constructed by the Department at Bandalkona across the Daru River is serviceable?

No, Sir.

(b) If the answer to (a) above is in the negative, the reason thereof?

(b) Sir, due to flash flood in the month of July and October, 2004 the soil erosion has damaged the foundation work of the bridge.

(c) The steps being taken to restore it?

(c) Sir, plan and estimates for repair is being prepared.

(d) The time when it is going to be restored?

(d) Sir, time expected to be taken is 8 (eight) months.

(a) Sir, the name of the Meghalaya Economic Development Council has not been changed. However, the MEDC has been allowed to have its own Secretariat office which is known as the Meghalaya Economic Development Council Secretariat.

(b) Whether the name of MEDC a result of the Assembly resolution can be changed without the consent of this August House?

 

(b) Does not arise in view of reply to (a) above.

Recruitment of Veterinary Field Assistant

(a) The Department has selected Veterinary Field Assistant for undergoing training in the year 2004-2005 only at the Veterinary Field Assistant Training Institute Upper Shillong.

(b) If the answer to (a) above is in the affirmative the number of VFA recruited Category wise as per the Job Reservation Policy adopted by the Government of Meghalaya?

 

(b) List of Veterinary Field Assistants selected category wise is placed on the able of the House.

(a) The reason for the creation of the Regional Planning and Development Council (RPDC)?

(a) To formulate the project Regional needs keeping in view the availability of resources and to recommend the Annual Regional Development Plan for Annual Five Year and Perspective Regional Plan.

(b) The role and scope of each individual RPDC and the relationship and co-ordination between the MEDC and the two RPDCs since the MEDC already exist as the overall Planning body for the State of Meghalaya?

(b) The RPDC deals with Regional Planning, while the MEDC's role relates mainly to economic and industrial policies for fostering economic growth and for attracting investments in the State.


Umlawan & Kharsotti Caves

Power shortages

(a) Whether the Government is aware of the fact that there is rampant power shortage indifferent villages of West Garo Hills due to the rapid coverage of new villages under Rural Electrification Scheme?

 

No, Sir. There is no power shortage in West Garo hills. Also, there will be no power shortage in West Garo Hills even after electrification of New Villages under the Rural Electrification Scheme.

(b) If the answer to (a) above is in the affirmative, the step being taken by the Government to solve this acute problem?

 

(b) Does not arise.

Change of Education System

Power Plant in Garo Hills

Yes, Sir. The Government is aware of the need to set up a new Coal Based Power Plant in Garo Hills, at Nangalbibra.

Development of Tourism
