Fund allocation to Forest Department

*162. Will the Minister in charge of Forest be pleased to state the total fund allocation to the Department out of the total projected amount and the amount utilised out of the allocated amount during 2003-04 and 2004-05?

 

Sir, for the year 2003-04 the total Budget provision was Rs.3503.69 lakhs out of which Rs.3498.80 lakhs was the revised allocation and utilization was Rs.2813.24 lakhs. During the year 2004-05 the Budget provision was Rs.4211.20 lakhs. Revised allocation was Rs.4926.84 lakhs and utilization is 2357.94 lakhs upto 31.12.2004.

Shillong Bye-Pass

(b) For the construction of Bye-Pass, the Ministry of Road Transport and Highway, New Delhi has entrusted the work to National Highway Authority of India (NHAI)

Weigh bridges

Sir, there are four Weighbridges on the Dainadubi-Nangalbibra Route.
The total amount of revenue collected during 2003-2004 till January, 2005 is Rs.13,49,28,316/-

Road at Khyndailad

The total amount sanctioned is Rs.542.00 (L) (Rupees five hundred and forty two lakhs) only, Sir.

Fund allocation to Health Department

AMPT Road

(a) Whether it is a fact that the AMPT Road under N.E.C. is in the dilapidated condition?

 

(a) Yes, Sir, in stretches.

(b) If the answer to (a) is in affirmative, the steps being taken to improve the road?






 

(b) Repair estimates for damages stretches between 1st - 72nd Km of the road amounting to Rs.100.00 Lakhs have recently been sanctioned and works have been taken up under N.E.C. funding. In addition, the improvement of road pavement portion from (3-12 Km) and 79-88 Km) under Central Road Fund (C.R.F.) is in progress.
For the portion from 73 Km to 133 Km, necessary estimate for improvement work, including flood damages has been submitted to N.E.C. under approved Tenth Plan Schemes of N.E.C. for sanction.

Procurement of drugs

(a) The action the Government had taken in order to penalise the officials of the department who procured drugs at highly inflated rates?

 

(a) Medicines are required to be procured at the Government approved rates only.

(b) The steps taken that such eventualities will not happen again?

 

(b) The administrative arrangements for purchase of medicines will be streamlined and computer aided system will be put in place. Government will take all necessary measures to ensure that anomalies do not occur in this matter.

Construction of bridges and culverts

(b) Does not arise in view of (a) above. Sir.

Fund allocation to Municipal Administration Department

* 170. Will the Minister in charge of Municipal Administration be pleased to state the total fund allocation to the Department out of the total projected amount and the amount utilised out of the allocated amount during 2003-04 and 2004-05?

 

Sir, during 2003-2004, the original outlay under State Plan including Centrally Sponsored Scheme was Rs.2589.00 lakhs, which was revised to Rs.808.00 lakhs and the expenditure, incurred was Rs.487.30 lakhs.
The original outlay for State Plan including Centrally Sponsored Scheme during 2004-2005 is Rs. 2703.50 lakhs and the revised outlay is Rs.2265.50 lakhs. Total expenditure for the year will be known by the end of the financial year.

Mankachar - Mahendraganj road

(a) Whether it is a fact that the Mankachar-Mahendraganj road is in a bad shape?

(b) If so, whether the Government intend to improve the road?

 

(b) Yes, Sir.

(c)If the answer to (b) above is in affirmative the steps being taken by the Government to improve the road?

 

(c) Necessary repair works under N.E.C. Funding have been taken up, Sir.

PMGSY Schemes

98 (Ninety eight) Nos. of schemes were taken up in 2001-02 and no schemes were taken up during 2002-2003, 2003-04 and 2004-05, Sir.

Fund allocation to Tourism Department

(a) The total fund released to the Department out of the total projected amount and amount utilised out of the allocated fund during 2003-04 and 2004-05?


 

(a) The expenditure for the year 2003-04 was Rs.125.21 lakhs as against the revised State Plan outlay of Rs.160.00 lakhs and along with Central Financial Assistance of Rs.38,000/- totaling to Rs.125.59 lakhs.
As regards 2004-05, while the Revised State Plan Outlay is Rs.220.00 lakhs, the Central Financial Assistance as also the expenditure incurred would be known only after 31.3.2005.

     

(b) The fund allocated to each district financial and physical achievements during 2003-04 and 2004-05?







 

(b) The Schemes under Tourism Department generally relate to infrastructure creation, beautification and upgradation, provision of tourist facilities, development of water sports, publicity efforts, participation in National and International Fairs and Festivals and financial assistance to Meghalaya Tourism Development Corporation (M.T.D.C.).
Thus, the results of Tourism Schemes because of their nature are not immediately evident and take sometime. However, the tourist arrival figures for the calendar year 2004 contrasted to the calendar year 1999 shown below speak for themselves.

Shillong - Nongstoin - Tura road

(a) Whether Shillong-Nongstoin-Tura road is already under National Highway?

 

(a) Yes, Sir, only from Shillong up to Nongstoin.

(b) If the answer to (a) above is in the affirmative, since when and the present status of the process?

 

(b) For the portion from Upper Shillong to Nongstoin, the notification was on 27th February, 2004.

(c) If the answer to (b) above is in the negative, whether the Government intend to make it a National Highway in the near future?

 

(c) Yes, Sir, for the remaining portion of the road, the matter will be pursued with the Central Government.

Repair / improvement of by - lanes

(a) The total fund allocated to the Department for 2003 - 04 and 2004 - 05 was Rs.1132.91 lakhs and Rs.1207.82 lakhs respectively.

Out of this, during 2003 - 2004 Rs.973.62 lakhs was utilised. During 2004-2005 upto IIIrd quarter i.e. December, 2004, utilisation was Rs.817.50 lakhs.
