The setting up of a separate Passport Office, is under the preview of Government of India, the State Government will however take up with the Central Authorities for Expeditiously setting up such an Office at Shillong.

(a) No, Sir. There is no inordinate delay in releasing the fund for the implementation of the schemes under SRWP (Special Rural Work Programme) and CRRP (Construction of Rural Road Programme)

(b) In the reply to (a) above is in the affirmative, the steps being initiated to avoid such inordinate delay in future ?

(b) The finding and action taken against the Air Force personnels involve in the case ?

 

(c) Whether the Government had submitted its findings to the Air Force authority ?

(a) Whether it is a fact that the site selection for the Head Quarter of Tikrikilla Development Block was not done properly ?

 

(a) The selection of site for the headquarter of Tikrikilla Development Block at Darenchigre was done at the land donated free of cost by the Nokma of Matchokolgiri Akingland, reflected the aspirations and desires of the local people.

(b) Whether it is a fact that the construction works for the same Head Quarter was left half done ?

 

(b), (c) & (e). The construction work of the buildings is not complete because of the misappropriation of funds meant for it to the tune of Rs.80 lakhs.

(c) If so, the reason thereof ?

 

(d) Whether any BDO has been suspended for misappropriation of development fund ?

 

(d), (f) & (g). The then Block Development Officer Shri Santosh Rangsha Marak continues to be suspended since 10.7.1998 and the Departmental Proceedings against him have not been concluded as of today.

Agricultural University

171. Will the Minister in-charge, Agriculture be pleased to state the progress of the establishment of the College under the Central Agricultural University at Umiam ?


 

The Department had handed over land measuring 64655.6 square meters (15.9767 acres) at Umktieh (Umiam) to the authorities of the Central Agricultural university (CAU), Imphal, for establishment of the College of Post Graduate Studies in Agriculture. The CAU authorities had informed that they have taken steps for permanent fencing of the plot, infrastructure development, etc.

Construction of Road to Shillong Peak

(a) Whether the road from the main gate towards the Shillong Peak and gate belongs to the PWD or to the Air Force, as per records ?

 

(a) The road belongs to the Air Force, Sir.

(b) If it belongs to the PWD, the reason why the Department allowed the Air Force to restrict the movement of vehicles to the Shillong Peak ?

(c) If it belongs to the Air Force, whether the Government will construct alternative road to the Shillong Peak to enable the general public especially the Tourists to have easy access to the Shillong Peak ?

Modern Agricultural Technology

175. Will the Minister in-charge, Agriculture be pleased to state the steps taken by the Department of Agriculture to train the farmers in the State with modern agricultural technology ?







 

Some of the steps taken by the Department to train the farmers in modern agriculture technology are :-
1. Farmers Training Programmes conducted in the Farmers Training Centres as well as in the villages.
2. Demonstrations conducted in the farmers fields as well as in the Government Farms to demonstrate the latest agricultural technologies, so that farmers can learn by doing as well as by seeing.
3. Intra-State and Inter-State Farmers tours conducted to expose the farmers to the Research Institutes, Government farms as well as private farms so that they can learn new technologies from such exposure trips.

(c) The details of complete and non complete works with location along with reasons ?

(d) Whether it is a fact that all those roads are not all weather road as no black topping has been taken up ?

 

(d) These roads are all weather roads, Sir.

(e) The reasons why no black topping has been taken up on those roads while other neighbouring State have completed with black topping?

 

(e) Blacktopping will be taken up in the second stage as per PMGSY guidelines, Sir.

(f) Whether there is any road abandoned due to lack of proper plan and estimates ?

 

(f) Yes, 1 (one) road abandoned due to unavailability of land, Sir.
