(a)Whether the Supreme Court had directed the Government to conduct civic election in Shillong ?

(a) Sir, the Hon'ble Supreme Court in its judgment dated 10.12.1999 had directed the State Government to hold the civic election for Shillong.

(b)If so, the current status ?




(b) Sir, consequent upon Hon'ble Supreme Court orders, election was fixed on 25.11.2000. In the said election, only a single nomination was received which was subsequently withdrawn. Hence, no election could be held. At present, Working Group representing a cross section of interests is studying the issue and will submit its recommendations shortly.

Yes, Sir, necessary steps have been taken for filling up the Posts of Instructors through MPSC. The MPSC has advertised the posts vide Advertisement notice No.MPSC/ADVT/38/3/2006-07 Dt. 29.8.2006. The Industrial Training Institute, Baghmara will be functional only after recommendation of candidate and appointment is made.

Tura Water Supply Scheme

The Forests & Environment Department did not initiate any proposal for acquisition of land in the catchment area for the Tura Water Supply Scheme. Therefore, the question of completing the acquisition of land does not arise.

(b) The Scheme was implemented with effect from 11th August, 2006. But the progress of the scheme was impeded by the opposition from the Commercial Vehicles Owners and Operators, Khasi-Jaintia Hills, and the implementation of the scheme had to be kept in abeyance with effect from 18th October, 2006. However, the scheme has again been resumed with effect from 7th November, 2006 in pursuance to the Hon'ble High Court's Order dt. 27/10/2006.

(c)How many Vehicles have been registered under the Scheme ?

Sir, the project for setting up of IIM Shillong is being implemented by Government of India. As required by Government of India, State Government has allotted land for setting up of the permanent campus at Mawdiangdiang and interim campus at Mayurbhanj Complex Nongthymmai.

(c) The Additional Chief Engineer represents the duties and responsibilities of Chief Engineer within his Zone.
As a technical de-facto Head While on Tour within the Zone, he looks after the arrangements of works sorted out the technical difficulties so as to ensure smooth progress as well as implement quality control on works.

Additional Chief Engineer represents Chief Engineer as a Technical Head of State while on tour outside the State.

He represents the Department by taking part in the Technical Discussions and Seminars or Technical Workshop (for fund as well as implementation and Developmental Schemes). Thus the Department is benefitted by the outcome of the discussions for which the Seminar is held.

(a) Sir, the Adhoc Primary School Teachers are appointed by the School Managing Committee and therefore not covered by rules and regulations applicable to Government employees. However, the Government is assisting the schools by way of grant-in-aid.

(b)The benefits/facilities the Government is giving them ?

  1. Grant-in-aid at Rs. 3000/- per school.

  2. Teacher grant of Rs. 500/- per school.

Sir, Tura Phase III Water Supply Scheme was sanctioned in May 2003 and the targeted time for completion of the schemes is 31st March, 2007. Hence, there has been no delay so far in the completion of the project.

(a) Sir, the recent cases of financial irregularities detected by Shri P.A. Sangma, MP relate to allegation of misappropriation of funds amounting to Rs.50.00 Lakhs (Approx) for the implementation of Innovative Stream for Rural Housing and Habitat Development in Selsella and Dadengiri C&RD Blocks in West Garo Hills District.

(b)Whether legal proceedings have been drawn against the persons implicated with these cases?

(b) Sir, the case has been handed over to the Anti Corruption Branch of the Meghalaya Police for investigation and their report is awaited. Necessary action w ill be taken by the Government when the report is received.
