National Rural Employment Guarantee Scheme

(a) Whether the National Rural Employment Guarantee Scheme is being launched in our State ?

(a) Sir, the National Rural Employment Guarantee Scheme will be launched in the State subsequent to the notification by the Government of India in this regard.

(b) If the reply to (a) above is in the affirmative the Districts to be covered under this Scheme/Programme?

(b) South Garo Hills and West Garo Hills Districts of the State are to be covered under the Scheme.

Fencing of the International Border

(a) Whether the Government has stopped fencing of the International border between India and Bangladesh?

(a), (b) & (c)
Sir, Government have asked NBCC that in so far as fencing of sensitive areas is concerned where there is stiff opposition from the public, fencing work may be taken up only after the D.C. concerned has persuaded the people to allow the fencing.

(b) If so, on which area?

In the area of adverse possessions construction of fencing should be kept in abeyance till the matter is sorted out in consultation with the Government of India.

(c) If not, the reasons thereof?





In all areas where the existing BRO fencing is beyond 150 yards from the Zero Line, fresh survey will be conducted and a map prepared showing the actual position of the fencing. NBCC in consultation with the BSF, State Director of Land Records, a Magistrate to be deputed by the D.C. concerned will verify position on the ground and submit fresh maps etc. within a period of 3 months.
In respect of areas where fencing is yet to be undertaken, Government have asked NBCC to submit a map showing the actual boundary along the Zero Line and the alignment of the proposed fencing.

Tax Return from the other Rock Show is awaited. On receipt of the Return the quantum of Tax payable will be determined and realised.

"A concept paper for taking up a Sub-Urban Water Supply Scheme for Shillong from Umngot River has been submitted to the Ministry for Development of North Eastern Region (DONER). The Scheme will provide drinking water to Demthring, Madanrting, Lapalang, Lumbatngen (Law-U-Sib) Laitkor, Nongrah, Umpling, etc."

Approval for Appointment of College Teachers

Retired and Death Vacancy Posts

(b) If so, whether the Government intends to fill up all these retired and death vacancy posts arising in different L.P. Schools in the State ?



(b) Government have notified the procedure to be adapted in appointing of teachers vide No.EDN.360/85/Pt-II/360- dated18.2.2005 whereby eligibility Test will conducted by the DERT. Pending conduct of Test, the Government have allowed for appointment of teachers on contract basis for a period not exceeding 59 days at a time which will stand automitically terminated on the recommendation of a regular candidate.

Meghalaya Transport Corporation

*125. Will the Minister in-charge, Transport be pleased to state the reason why the Transport Corporation of Meghalaya cannot revive itself on the model of the Transport Corporation of Assam ?

Sir, every Transport Corporation has to have its own methods of reviving itself after taking into consideration the local situation and circumstances. However, MTC has also followed by the Assam State Transport Corporation in its revitalization process.

MTC has embarked on a revitalization process and has taken certain measures, notably the following :-
1. Implementation of the VRS scheme for reducing the numbers of employees of the Corporation.
2. Computerisation of the Accounts, Ticketing system, Store and Inventory control.
3. Capacity building by conducting short duration training course for enhancing the proficiency of the employees.
4. Motivation of the staff to ingrain in them a sense of belonging.
5. Induction of more new buses, 10 new buses have been added to the fleet during the current year 2005-2006.
6. Launching of the Scheme to allow private buses to ply under the MTC banner.
7. Expansion of Railway Ticket Reservation by opening more Windows/ Counters to generate more commission/ revenue for the Corporation.

It is expected that these are other measures will held in revitalizing the Corporation in two years.

(a) The number of retired employees of the Meghalaya Transport Corporation who are yet to receive their CPF dues and revised arrear pay benefit ?

(a) Sir, 50 retired employees of Meghalaya Transport Corporation (MTC) have not received their C.P.F., Dues and 270 retired employees have not received their revised arrear pay.

(b) By when can they expect final settlement of their dues ?


(b) C.P.F., dues will be settled by 30th June 2006, and arrear of revised pay will be settled as soon as the improved finances of Meghalaya Transport Corporation (MTC) allow.
