Shillong Bye-Pass Project

(a) The reasons for the inordinate delay in starting the Shillong Bye-Pass project since it was conceived?

(a) Not known Sir, since the matter for the project implementation of the Bye-Pass has been entrusted by the Government of India to the National Highway Authority of India (NHAI), which has entrusted M/S Wilbur Smith Associates Pvt. Ltd, consultant, for preparation of feasibility report and Detailed Project Report for the proposed 4-Laning of Bye-Pass. The Project has been identified by the Government of India in the Ministry of Road Transport and Highways under Special Accelerated Road Development Programme in the North Eastern Region phase - A which also includes 4-Laning of NH-40 from Jorabat to Agartala via Shillong Bye-Pass and NH-44.

(b) The current status?

(b) The land already taken over possession by the Department, the work for the preparation of Detailed Project Report is likely to be completed by May, 2006.

(c) All components of works as per sanction estimate were completed in all respect except drawal of power line by MeSEB to the pump house of Chyrmang water Supply Scheme.

(c) Appointment of the wife of (L) Dominic Kharmawlong will be considered as and when her turn comes as per the list of persons for appointment on compassionate ground, arranged in the order of seniority based on date of expiry of the incumbents.

Sir, there is a proposal for improvement of the Motphran junction and the Detailed Project Report in this respect prepared by the consultation in under examination of the State Government.

Construction of Mawsmai Coal Depot

New Shillong project

(a) The Broad features of the New Shillong Project?



(a) Sir, the broadly New Shillong Township is a planned township with a judicious land use, well laid out road network, an independent water supply system, sewerage and drainage facilities, uninterrupted power supply with adequate environmental conservation measures. The basic objective of the township is to provide the infrastructure required to accommodate the future the future population of Shillong city. As per the strategy adopted, the Government intervention in developing the Township will be limited to provision of the basic infrastructure and services and providing the impetus required to generate private development.

(b) When the Township will be ready for occupation?


(b) Sir, the physical development of the township is proposed in phases. While Phase I covers a 5 (five) years period (2005-2006 to 2009-2010), the Phase II covers a 10(ten) years period (2010-2011 to 2019-2020). So far as occupation in the Township is concerned, as and when construction is completed by the institution to whom land has been allotted, occupation can start and this will be a continuous process.

Iongnoh Water Supply Scheme

Allocation for Sports and Youth Affairs

(a) The total budget Allocation of the Department of Sports& Youth Affairs from time to time of its establishment till 2005-2006 is Rs.2932.10 lakhs for Non-Plan and Rs. 8709.00 lakhs for Plan.

(b) Allocation earmarked for Sports & Youth Affairs during 2004-05, 2005-06?

(b) Allocation earmarked for the Department of Sports and Youth Affairs in the year 2004-05 is Rs. 265.00 lakhs for Non-Plan and Rs. 865.00 lakhs for Plan and in the year 2005-2006 is Rs. 277.84 lakhs for Non-Plan and Rs. 950.00 lakhs for Plan.

(c) Out of the total budget allocation, the amount earmarked for construction of Sports &Youth Affairs infrastructure during 2004-2005; 2005-2006?

(c) The amount earmarked for construction of Sports and Youth Affairs Infrastructure during 2004-05 is Rs. 325.00 lakhs under Plan and Rs. 350.00 lakhs for 2005-2006 under Plan.

Overloading of Coal Laden Trucks

(a) Whether it is a fact that coal laden trucks in Khasi and Jaintia Hills are allowed to carry 15 metric tonnes of coal?

(b) If so, whether this is applicable all over the State?

Sir, Load to be carried by a truck depends on its type, size and condition as also road or bridge limitations.

(c) Whether the Minister is aware that trucks in Nangalbibrra in Garo Hills carry coal more than 32 to 40 metric tonnes?

(c) Sir, Transport Department along with District Administration and Police authorities of East Garo Hills are taking steps to check over loading of coal trucks. Excess coal is off loaded and fines imposed.

Crow Borough Building

Water Shortage at Phlongingkhaw and Lumkhudung

Sir, Survey and investigation had been carried out for piped WSS for Phlongingkhaw and Lumkhudung villages of Jaintia Hills but no feasible surface sources are available. However to solve the problem of water shortage, Scheme in the form of Deep Tube well with installation of India Mark II Hand Pump is under investigation.

Clearing of Pending Bills

(b) The number of pending bills that the Department is yet to clear upto date ?

Upgradation of Ganesh Das Hospital

Sir, Upgradation of the major Hospitals in the State is a continuing process. The 100 bedded Pediatric ward has been made functional. A new Operation Theatre is being operationalised. The new building for the OPD is also nearing completion. Upgradation in terms of equipment and manpower is also under process.

(b) If so, what are the details? If not, why?

Land Encroachment

There are some areas of differences in respect of the Inter - State Boundary with the State of Assam. Efforts to find and amicable solution will continue.

Sir, the last civic election to the Shillong Municipal Bard was fixed to be held on 25.11.2000. However, there was no participation and the single nomination filed was also subsequently withdrawn.

Paper Lottery Distributors

(a) 5 (five) firms have been appointed as Distributors of Paper Lotteries sold in Paper Format and Demat Format through Computer Terminals. 1 (one) firm was appointed as Distributor of On-line Lottery.

(b) Whether they are being payed timely revenue?

(b) Most of the Distributors of Paper Lotteries are paying timely revenue.
The Distributor of On-line Lottery has not been making timely payment of revenue.

(c) If so, the total amount paid till date?

(c) Distributors of Paper Lotteries have paid Rs.8,05,01,400/- (with effect from 8.11.04 till date).
The Distributors of On-line Lottery has paid Rs.19,00,00,000/- (with effect from 22.08.02 till date).

Non Commissioning of the Yatriniwas

(a) The matter pertaining to the restructuring of the Meghalaya State Electricity Board, under Companies Act, 1956 is still under process, Sir.

(b) If so, whether license has been granted by the CERC?

(b) Does not arise since the Meghalaya State electricity Board, has not yet been corporatised.

(c) Whether State Electricity Regulatory Commission has been constituted?

(c) Yes, Sir. However, the post of Chairman, SERC is yet to be filled up, Sir.

Money Sanctioned under Joint Forest Management

(b) The work has been implemented by the Joint Forest Management Committees in the villages as indicated in the Statement placed on the Table of the House.

(c) The Principal Chief Conservator of Forest, the head of Forest Directorate, and Officers subordinate to him inspect the works. The Principal Chief Conservator of Forest is competent to take any action as may be necessary to ensure smooth and effective implementation of the Scheme.

(d) If not, why?

(d) Does not arise in view of the reply to part (c) above.

(e) Whether the Government propose to have the work inspected by the P.C.C.F. personally to have a report submitted to the House?

Setting up of an amusement Park
