Sir, the average monthly revenue earned by Shillong Municipal Board is Rs.34.35 lakhs whereas the average monthly expenditure is Rs.42.50 lakhs.

(b)

The details of the Board's current financial liabilities?

(b)

Sir, the details of Boards financial liabilities as on end of May, 2006 are as follows :-

i) Dues to MeSEB for street light bills, Laitumkhrah Market, Khyndailad Junction Lighting etc, -Rs. 572.70 lacs.

ii) Dues to be paid for CPF & DCRG- Rs. 82.00 lacs

iii) POL for conservancy vehicle- Rs.17.00 lacs

iv) Water works materials- Rs.8.50 lacs

v) Payment of arrear DA- Rs.14.00 lacs

(c)

 

The measures being contemplated for bridging the shortfall?

 

 

 

 

 

(c) Sir, some of the measures contemplated to boost the revenue are as follows :-

1. Improvement in the system collection of revenue.

2. Rationalization of taxes, rates and rents.

3. Prevention of leakage of revenue.

4. Recovery of area dues.

5. Ensuring full coverage and realistic assessment of properties under the jurisdiction of the Board.

6. Optimizing the staff strength.

The reason why check-gate Byrnihat allowed coal dealers to despatch 20,415 Trucks of coal in course of Inter-State trade between 26th September, 2003 and 29th February, 2004 without realizing security?

Due to road blockade and law and order problems, additional security could not be realized from coal dealers, Sir.

(b)

The action Government had taken against responsible Officers who failed to realize security?

An amount of Rs.1,12,48,000/- since been realize and the balance will be realized at the time of tax assessment.

Sir, the schemes was completed but due to theft of pipes, it has become non functional. However, to alleviate difficulties of the people 1(one) Ring well and 2(two Spring Tapped Chambers (STCs) were constructed.

In 1989, Sales Tax and Exercise duty were merged and the tax component was realised under single levy. In 1999 Sales Tax on IMFL was notified at 20% on the basis cost of IMFL. This could not be implemented as the retail rates would not have been competitive as compared to Assam. with the implementation of VAT, Exercise Duty has been delinked from Sales Tax, and the 20% Sales Tax notified earlier in 1999 has been deleted
