(AMENDMENT)  BILL, 1974.

to amend the Legislative Assembly of Meghalaya

(Members' Salaries and Allowances) Act, 1972.

        Be it enacted by the Legislature of Meghalaya in the Twenty-fifth Year of the Republic of India as follows :-

 

Short title and commencement

1. (1) This Act may called the Legislative Assembly of Meghalaya (Member's Salaries and Allowances) (Amendment) Act, 1974.

   (2)  It shall be deemed to have come into force on the first day of March, 1974.

 

Amendment of Sections 3, 4 and 5 of Meghalaya Act 8 of 1972.

2. In the Legislative Assembly of Meghalaya (Members' Salaries and Allowances) Act, 1972 :-

(a) in section 3 for the words "three hundred and fifty" the word "four hundred" shall be substituted:

(b) in clause (a) of section 4 for the words "one hundred and fifty" the words "two hundred" shall be substitute;

(c) in clause (b) of section 4 for the word "twenty" the word "twenty-five" shall be substituted :

(d) in section 5 for the words "two and fifty paise" the word "five" shall be substituted.

STATEMENT OF OBJECT AND REASONS

        According to the existing provisions laid down in the Legislative Assembly (Members' Salaries and Allowances) Act, 1972 (Act 8 of 1972) a member is entitled to a salary of Rs.350 p.m. and a fixed Travelling Allowances of Rs.150 p.m. and for the number of days attended, a daily allowances at Rs.20 is paid if the member's attendance is required in connection with his duties as such member and a conveyance allowance of Rs.2.50 per day during the period the Legislative Assembly is in session and during the period any of its committees hold its meetings. In view of the high cost of living as well as travelling expenses the existing rates of salary, fixed travelling allowance, daily allowance and conveyance allowance are considered not adequate.

Hence this Bill.

Financial  Memorandum

        The additional expenditure in connection with the increased salary, fixed travelling allowance, daily allowance and conveyance allowance payable to the members is estimated at Rs.1,00,000 (Approximately) annually.

ACT, 1972

Salaries

3. There shall be paid to each member during the whole of his term of office, a salary at the rate of rupees three hundred and fifty per mensem.

 

Allowances

4. There shall be paid to each member.

(a) a fixed travelling allowance of rupees one hundred and fifty per mensem;

(b) for the number of days attended, a daily allowance at the rate of rupees twenty if the member's attendance is required in connection with his duties as such member;

 

Conveyance Allowance

5. There shall be paid to each member for the number of days attended a conveyance allowance at the rate of rupees two and fifty paise per day during the period the Legislative Assembly is in Session and during the period any of its committees hold its meetings.
